Thirteen-year-old Antwan Galbreth held a crying baby in his arms Wednesday night as he sat in the back row of the James E. Bruce Convention Center.

He was there for an abstinence rally.

Todd County Public Schools made minimal gains on statewide tests last year.
According to 2006-07 results from the Commonwealth Accountability Testing System (CATS), the district nudged its overall score to 79.7 points. The Kentucky Department of Education, which released the report last week, grades on a 140-point scale.
